No. They are checking the country in your address also. If you have United States, you are shit out of luck.

Possibly. But they may be wary of an unverified ip address and may block it as well. Then as Charade said, there's still the problem of proving to them of a residential address change before they will let you play. From what I've read, they are requiring some serious verification now due to the amount of players trying to just change their account details without actually changing their physical address or country of residence.
