The fish wins here to lose there and the experienced player expects a good hand and loses to the lucky fish. With this, neither one earns a significant amount and continues to bet and pay rake.
If nobody wins, nobody takes money. If no one withdraws, the money just comes in.
Of course, some lucky ones manage to raise amounts and withdraw. But the less fortunate, the better for the room.
