There is a very standard procedure for divvying the prizepool if a tournament is cancelled after close of registration but before the tournament is ITM. I'm pretty sure the procedure is divvying the prizepool according to a chipchop. So 74 cents is a very fair deal to you because chipchop favors chipleaders when compared to an ICM model (which is a more accurate representation of your chances to win the tournament). So the 74 cents you got without having to do any further work is better in the long run than you could've expected to cash for if the tournament played out. Also, keep in mind the top prize for that freeroll is only $2.50, and only the top 10 get paid. A big chunk of the time, even a big chipleader with 56 players left isn't going to cash. So the 74 cents is very fair and probably the best thing that could've happened to you in that specific scenario.
My statement is not to excuse ACR, because no tournament should ever be cancelled or suspended due to technical problems, but in your specific instance, it worked out for you well.
