Online poker in it's current state is a terrible loss for any budget, it hurts both budget of players society as a whole, and budget of any country or organisation.
Subscription based online poker can be a solution, while current system which is based on rake is nothing but robbery.
Why?
There is no difference for computer when it hosts a freeroll or $1.1 buy-in MTT or $109 buy-in MTT. In all 3 cases computer will consume some few kilowatts of electric energy and some Gbytes of internet traffic, in general it costs something like couple of dollars. Maybe tens of dollars. At the same time if this computer hosts 100K grtd tournament then it will generate thousands of dollars in rake during several hours. It's a huge hit for all participants if we'll think about players as a structure. In other words in like 11 days of daily 100K grtd tourney PokerStars will earn $100K profit, for providing a service based on PC that is turned on.
So if we'll think about the transaction between two structures, one of them is PokerStars and other structure is ALL players, then transaction looks like this: All deposited money are going directly to PokerStars during some period of time.
Online casinos must switch to subscription system, like Netflix for example and stop robbing players society.
So, assuming said above I can't see how this can be profitable for state of Michigan or some other state or country? They're giving license in exchange for some amount of money, it's like PokerStars bought a permission to rob citizens of Michigan.
The state of Michigan will have their own platform. They won't be able to join or register for anything under PokerStars.com.

Would Michigan players have to create a new account on PokerStars just to play with players only from their own state? Online poker coming to Michigan is great for the players of that state as well as good for poker, but when will Michigan players be able to play against the rest of the world on Pokerstars (play chips or real money) and when will Michigan players be able to join Pokerstars freerolls through CardsChat?

What you are stating does make sense but I plan to research it a bit more. This much I did find out (so far) - PokerStars is basically sponsored through the Odawa Casino Resort which makes me wonder what they would in turn pay to the state. (there has to be some money exchange hands otherwise Michigan would have squashed the bill with no further discussions)

Anyone playing on PokerStarsMI will only play against others in the state of Michigan... at least for now. They will not be able to play on any of the real money events on PokerStars.com.
So this means that we will not be able to play in the Cardschat freerolls? I have been looking for them in the Pokerstars lobby and thought I was going crazy not finding anything. I should have realized that since I am only allowed to play with other Michigan residents that that would include freerolls as well.
I hope this changes soon!

Not being a financial US taxes expert, I just would like to add that total taxes and payments (from $42,7 million in online gambling/sports betting gross receipts in first ten days) to the state of Michigan by Jan.31 were $4,4 million (since Jan.22 noon).How is this bad for Michigan's budget? I am thinking the state likely wouldn't have agreed to this arrangement with PokerStars if they didn't benefit from it somehow.
The only way it would change is if all USA poker players could play under the PokerStars.com skin rather than PokerStarsMI (sadly).
