You want to maximize the value of your hand. With a small pair that usually means you can win a cbet or you can hit a set.

If you open shove your small pair usually only better pairs call you. So you usually win a very small pot or you lose all your chips.

If the tournaments are fast, hyper turbo, then it is quite possible that you will be able to do what you have planned. But if we're talking about tournaments like the Sunday Million, then I think it would be a bad idea
