Yeah, that can be the reason. When Russia say no, that means: NO.
There were times when betting, casino, poker were banned in Hungary (except the hungarian casinos), but no1 cared about it so after about a year, our government gave up. They wont tell us where to spend our money...plus we were lucky that most of online casinos I visited were in the EU so they couldnt force the casinos to close hungarian accounts (tho some did it but only the small ones).
