I don't know, but I think it shouldn't, since the HERO is different, and we are supposed to know the HERO's hole cards. If they were hidden from the original submitter, then that submission can't really represent the hand from our viewpoint.
If a hand with the same HERO and the same hand number is already submitted, I usually get the originally posted hand without any error messages, even if I try to alter the details. The only way to update that hand is to alter the hand number, increasing it by 1, for example. Then I get a different link.
To test for your problem we'll need the same hand to be submitted by 2 different players, using their own hand histories. I tried a different approach—submitted a hand once, then I switched the HERO (dealt to him pocket Aces). Both hands were accepted without problems.
