I would take #2 open ended straight draws , full house draws and Flush draws

Shouldn't position also be considered here?
If hand 1 was IP then would he make a bet with AA77, even though hand 2 could have 777 or a flush or straight draw?
If hand 2 was IP would he make a bet with 77 with a lot of outs, even though hand 1 could also have 777 or a flush or straight draw?

I would choose hand 2 because it has more outs and therefore a higher probability of winning.
