The best time to play is when you have time for it, when you can afford to play with concentration, deliberation and without rushing. Evening or night, morning or day, it doesn't really matter.

I agree with your observation. The timing of playing poker depends primarily on the time available. With online poker it can be easier than playing in person where it depends on other people also having the same availability for everyone to be at the same table.
