I don't particularly like it when the timebank is always used to the full 100% on every hand and some players play very slow. Most hands are folded anyway, so why wait a long time. Poker players want to play a lot of hands. However, sufficient time should be available for important decisions. If there is a slow thinker at the table, then I use Negreanu's polite approach which goes something like:
I've noticed you take a long time to think. If you go over 2 minutes one more time I'm calling the Floor to complain.

I've only done it twice in the last 15 years, but I got light applause and "Amen" from the other players at the table. Never had to call Floor over either.
