Oh... just to name guys from
brazil:
Heleno de Freitas never played in a World Cup but he was a top player in the 40s.
Almir Pernambuquinho won the World Title for Santos in 1963 against Milan, when Pelé couldn't play because he was injured.
Canário played in Real Madrid in the 60s.
Julinho Botelho still the biggest idol of Fiorentina, Batistuta is nº 2 for real fans.
Evaristo de Macedo was a great player and played for Barcelona and Real Madrid, most of people know him as a trainer only.
Ademir de Menezes was a great scorer and people don't remember him because of World Cup Final in 1950 when Uruguay beat Brazil in Maracanã. Scored 500 goals in his career. People never remember
Claudiao Adão, the guy scored almost 600 times.
Luisinho Lemos, a fantastic player and personality, never played for Brazil National Team in a serious way because he had "long hair".
I mean... lots of underrated guys.
Marcelinho Carioca (Corinthians, Valencia),
Alex (Palmeiras, Fenerbahçe, Cruzeiro),
Evair (Palmeiras, Vasco) never played a world cup.
In the recent history I would say
Edmundo. If the guys had balls to replace Ronaldinho in the final against France in 1998... Brazil would be 6 time world champion, probably. Anyway... lots of great, great players.
