Does this mean New York or LA has a chance to sign him in the following off-season??

NYK is believed to be his destination, heard this a few weeks a back also heard Boston is concerned about situation. Boston will move him probably at trade deadline if they don't come to an agreement whether it be formal or informal, he will not have much trade value now due to injury he needs to get back on court and show he is same player. I say will because that has been the trend with their GM. Only way he gets traded this summer is if he is included in a package for Kwahi, LBJ or AD.

Note the real reason he will not sign an extension this summer is monetary. If he signs an extension this summer he can sign 4 years $107M but if he waits until next summer he has a player option he can opt out of then become UFA and Boston can offer him 5 years $187M. $80M is a lot of money to leave on the table even for these rich NBA guys.

I've been saying it a while, they need to trade him. More so while they can get more value.
