You are like 6+ months too late with these news. This happened like last summer (or autumn) btw ...
Also the club in question ^ has made these 1st min changes this season aswell so yeah guess you can (or need to) do it if rules are ...

And this probably occurs in other countries aswell probably lol ...

Well, the vid explains it as Lithuanian league regulations stipulate thaat two home grown players must start the match. So as a loophole they figured to ruin someone's ego to comply with the rules

Also googled about 1st min substitutions yesterday and according to all-powerful google you'd see something similar in romanian league aswell ...
According to one article one club made 1st min substitutions there in 3 consecutuve matches last autumn ... I believe there rule was something about having to start with certain amount of players who are 21 or younger ...
