Cash Out Problems on TopBet (Sportsbook)

has anyone bet sports on a site called topbet, been playing there for 2years and after doubling my money, cashed out, its now 11 months and no payment. has anyone else have this problem.

with a grade of F and a notation of:

Over a dozen reported confiscations.
