I will even say more: PokerStars not so long ago did not work at all without VPN in Ukraine. Although as Roman Melnyk already said, a lot depends on the provider. Now I don't use VPN (ReplayPoker is an exception), as all the poker rooms where I play work without any problems. But even I once succeeded in withdrawing money via VPN at PokerStars (although it seems to be impossible to do so, as all transactions are monitored by their financial department).

I totally agree with you, 888 with their selection of games and offers, is great for trying to build your bankroll from scratch. It was one of the first rooms where I registered, but due to the outdated version of the tablet, I didn't have access to many of their offers. Yeah, it's cool to be able to choose the most convenient tournament for you. But I like multitabling, so I often have 3-4 poker tournaments open at the same time in the evenings.
