"Quebec’s controversial legislation to block unauthorized online gambling sites has become law, setting up a looming legal fight between the provincial government, their federal counterparts and local internet service providers (ISP).

On May 17, the Quebec legislature approved Bill 74, the omnibus legislation which includes language authorizing the ministry of finance to order ISPs to IP-block online gambling sites other than EspaceJeux, the site run by provincial gambling monopoly Loto-Quebec."

It seems to be a sign of the times, and probably a glimpse into the future. Gambling profits are huge, and every state/provincial/federal government in the world would like to capture as much of that easy money as possible. The statement about gambling being a ‘public health’ matter is of course true. But, judging from the thousands of elderly, handicapped (they have entire parking lots dedicated to handicapped drivers) and generally poor people that frequent the government-run casinos in my province, I don't really believe they are doing much to remedy it.

"But provincial finance minister Carlos Leitao said Quebec would skirt any constitutional concerns by framing the issue as a ‘public health’ matter, in that only Loto-Quebec had the tools to protect the province’s problem gamblers from self-abuse."

I wonder if you wouldn't mind posting a link to where I can read about this. I've done some searching and can't find it. Thanks.

Here's a translation of a french article about that :

Montreal-based Amaya, who owns the popular sites PokerStars and full tilt poker, still hopes to reach an agreement with Loto-Québec. Officer of Amaya has already indicated on several occasions want to offer their games legally in Québec and canada.

This is the same government that wants to block pipelines, but dumps billions of gallons of sewage in the river every year. The Montreal mayor did a science fair project on UFO's in elementary school! QUACK QUACK.

Pokerstars supports the legislation

PokerStars’ parent Amaya, which is based in Montreal and is a licensed partner of Loto-Quebec, providing the operator with online gaming services, wants a piece of that pie. As such, the company has controversially declared itself a supporter of Quebec’s ISP-blocking plans.

Oh what a messed up world it is
