I live in the Dominican Republic. I want to send some money to neteller and discovered that they do not accept wire transfers anymore.
I posted my visa card to Neteller, attempted a deposit and they said the card was rejected by my bank.
I went to my bank and they said they didn't reject it and I said Neteller said they did.
We went round and round and I asked if they have objections to money being used for gambling and they said no.
They have no record in their system of the attempted transaction reaching them. The in-person representative spoke to someone at a higher level and the answer they came up with is that Visa must be the one blocking the transaction.
What is up with this non gambling / gambling choice? Is this universal? Who started it?
Does it emanate from governments or card companies or something else entirely?
