You need a different deposit method which lets you withdraw.
If available to you I recommend skrill.
Simply deposit 10 to PS via Skrill and after that you can use your skrill account as withdrawal.
With the digital Skrill Card you can use it as a bankcard and also you can add it to Google Pay

Hi, I'm also from Kazakhstan. If you have already made a deposit from a new card, and they want to withdraw money to the old one, then just write to their support service. They solve everything quickly and adequately.

Did you try to write to the support and tell that that card is not active, so they may delete it from your account or something like this. I had some problems with my cards years ago, I think I change banks and wanted to get rid of an old card as deposit/withdrawal option and wrote to them.
