TDP Rule 20, is this right: 2 players and go?

Hello,
So as I read the new TDA RP-20: Cards Ready for Shuffle
"At the start of the tournament of ending of a break, within one minute of starting or resuming play,
the floor should announce "dealers prepare your decks". When at least 2 players are at the table,
the dealer will wash and square the deck, to be ready for shuffle when the level starts."

So it's no more three players to start and two to resume but always two players in both case now ... right?

Would you please post the TDA rule you are asking about. I cannot find anything in this area in https://www.pokertda.com/view-poker-tda-rules/ and rule 20 there is about Awarding Odd Chips. IMHO when to start/restart play at a table will probably end up being a local procedure and not specified by the TDA.
