Hello!!
I have a question and would appreciate your time to answer.

1. In Texas Hold'em NO LIMIT CASH GAME, is the dealer allowed to tell the value of POT if a player asks?

2. Its a 3 way hand, 2 players ALL-IN, 3rd player asks the dealer "how much is the pot?" The dealer allowed to count pot or stack chips in this scenario or just spread the chips ?

I have always heard the dealer say that they are prohibited from counting the pot or telling the player how much is in the pot.

I have heard dealers offer a guess when the player tanks , "Maybe $300 or so."

This has always led to other players at the table asking about PLO, split-pot and other pot-limit games where the dealer is stacking the pot for convenience of players betting the pot amount and also pushing the pot relatively quickly.

And the dealer still says they can't answer the question in a NLHE game.

If it's still NLHE then I have seen dealers offer to "spread the pot".

Dealer still says he/she is prohibited from counting the pot.

Stacks can definitely be in the pot in a big game. Big pile of chips with stacks brought in next to it.

I don't believe the "Dealer" has any right to comment on any hand or part of it, If you are not able to keep a mental record of what went into the pot then shame on you!
You can ask the dealer to spread the chips which is dependant on the Casino rules but to stop the game to count them is not acceptable, The only comment the Dealer is allowed to make is "What" the current bet is, and if any player is all-in it is only the largest stack that is counted, So if one player goes all-in, and a second one re-raises all-in because he wants to control the pot, it is the biggest stack that is counted.
That is the current bet and it is down to you to decide whether to call or fold.

Players are entitled to a pot count in pot-limit only. Dealers will not count the pot in NLHE. Tho they could spread the pot a little for you to view better. Its good practice to always have a mental estimate of the pot.

Most all rooms follow the TDA rules, even for cash games.

54: Pot Size and Pot-Limit Bets
A: Players are entitled to a pot count in pot-limit only. Dealers will not count the pot in limit and no-limit.

C: Declaring “I bet the pot” is not a valid bet in no-limit but it does bind the player to making a valid bet
