More likely in JTo as in "JTo or better". QJ is much more connected than KT and therefore a slightly better hand, even though KT has more showdown value unimproved.

Presumably same colour means suited hands and different colours means offsuit hands. So black K / black Q is KQs, but black K / red Q is KQo.
