UTG: $117.29 (235 bb)
UTG+1: $109.23 (218 bb)
MP: $50.00 (100 bb)
MP+1: $50.00 (100 bb)
CO: $26.00 (52 bb)
BU (Hero): $50.00 (100 bb)
SB: $50.00 (100 bb)
BB: $50.00 (100 bb)

Pre-Flop: ($1.25) Hero is BTN with K K
3 players fold, MP+1 raises to $1.25, 1 fold, Hero 3-bets to $3.75, 2 players fold, MP+1 4-bets to $10.94, Hero calls $7.19

Important note about preflop - villain posted then raised. Therefore I expected a wider 4bet range than normal, given he might perceive my 3bet range to be wider. Accordingly I decided to slow play and got this beauty of a flop.... I have villain tagged as a weaker reg, just due to the vpip, pfr gap, though no other glaring holes in his game.

Flop: ($22.63) A 9 9 (2 players)
MP+1 checks, Hero checks

Turn:
($22.63) J (2 players)
MP+1 bets $2, Hero calls $2

River:
($26.63) 9 (2 players)
MP+1 bets $2.50, Hero calls $2.50

Main question of the hand - can we ever raise for value ? Has he only got QQ or Jx or has he got AA or A9s and hoping we raise his tiny bets?

In my opinion, the mistake I see there is not having gone all in pre-flop with a pair of kings. If the rival folded anyway there was already a good amount of money, if the rival had been aggressive with his bet on the flop, you would have had to fold your kings perhaps against a worse hand

Preflop
First of all posting is something, strong winning regulars hardly ever do, so this in itself is definitely a read, that put him more into the recreational player camp. As for not 5-betting, I think, its an ok play. You have position, and with an SPR of only 2 its pretty easy to get the money in postflop, and you are happy to stack off on most boards. Sometimes there will be an A on the flop, and this will suck, but it does not happen all that often.

Stacks are also a little awkward to 5-bet, since a jam is 5X his 4-bet, which mean, you are getting a poor risk/reward if bluffing and more fold equity, than you really want with AA. This is nothing unusual in online cash games, but just because its a common situation does not mean, we can never do better than to pile all the money in preflop.

Postflop
Its kind of weird, that he go for these tiny bets. One would assume, that any hand better than KK would try to get some more value. But of the other hand there is not much, you are beating here from a standard 4-betting range. Its basically only QQ and maybe TT or KJs, but why would TT or KJs make these tiny bets? I think, its close, and I could see a case for raising to something like $15 of the river. However if you do that, you need to be ready to fold to a 3-bet, which kind of suck, when you can just call his tiny bet and expect to be good a lot of the time. So on balance I would probably also just call down and take a note on, what he had, that he played this way.

Well played. We cannot fold our KK but we cannot raised as well due to the flop texture. We keep pot control as our main strategy and we call for the times villain is overplaying and for when we hit a set on the turn or river.

he had QQ, which is what is bet sizing suggested. I still think raising is too thin as he probably folds and i only get called by A4s, A5s etc which could plausibly tale this line

Again, my game is 5-bet jam preflop. I usually have a 5-bet range even in full ring, although I always choose short tables online.
I would have to have some particular reason to play more passive preflop.
As played I would have called like your OTR.
