Sometimes the opponent lures us with some skills until turning the river, and sometimes the flop lures us, or the fear of our hand and not defending it when we can do that, and we give the opportunity and luck to the opponent to reach the turn and the river.
I believe that reading the flop and the opponent is the beginning or the way to win and lose.
Good luck :)

Preflop
No need to raise garbage, when we can see a free flop.

Flop
Pretty much a complete miss, so the plan is to check and fold, but they both check behind.

Turn
Fine to bet top pair for value and protection.

River
Before betting the river we always need to ask ourselfes, what we are trying to accomplish. And since we now either have the best or the worst hand, the only reasons to bet is to get better hands to fold (bluff) or worse hands to call (value). Or occationally get the same hand to fold (bluff). In the CC 30-day course this is called the fundamental river question. In this case the worst better hand is a T with a kicker, that play. Or he could have the same hand TT229. Those hands are unlikely to fold, so we should not bet as a bluff.

And I also think, its to thin to bet for value here. We lose now to a flush or a random 2, that rivered trips, and we could be outkicked. So we definitely dont always have the best hand. Moreover if he had a 9, he would most likely have bet the flop. So he either have at least the same hand as us, or he has something very weak, that will likely not call. Like a 5 or a busted straigthdraw. So for me the play here is to check and evaluate. Meaning that depending on his sizing and reads, you can either check-call or check-fold.

Also I dont really know, what you are "shocked" about here? Other than limping behind preflop and starting with a very short stack, your opponents actions during this hand were pretty standard. Definitely no need for him to bet the flop with just A high and some backdoor draws. And since the flop got checked, all the suited hands, he limped preflop, made it to the turn. Which mean, that of course he can have a flushdraw on the turn, and of course he is not folding it to a less than half pot sized bet.

Maybe there is an argument for him to raise, but calling in position is complete fine and actually the more standard play. And then on the river he just called, which is a bit conservative, but not complete terrible. It was a paired board, and you got a free look at the flop, so you can have all the boats and especially all 18 combos of T2, 92 and 52. He should probably still have jammed for value to get called by worse flushes and some two pair hands. But its not like, just calling is some massive mistake, that lost him tons of value.

I think cash games are more situational but don't really disagree with anything said already,
.....it is odd he didn't raise pre or at least raise the river there and what's really odd is
sitting there with 39 cents, what's he hoping to do double up to 78 cents....
but I can see the whole hand history so not really fair to say what I'd do here, .....
but with his passive play I'd probably stay on that table a while:cool:(y)

Definitely a soft table with people limping suited aces, and only a single player (SB) sitting with a full stack. But its 2NL, so nearly all tables are going to be soft :)

There is no reason to bet on this particular hand. The fact that we hit a pair doesn't mean that we are betting for value (in a case where we believe we are getting called for worst hands). This is valid when we consider the river where villain had completed a flush and played passively. Villain could've raised preflop or raised on the turn, putting our game in a very dedicated spot.
