You have to think about what hands you're beating when you raise OTR. I don't see many hands calling that are worse than yours. Possibly, if you get to the river in that situation, the best action is to call. The call of preflop is understandable if Villain is capable of having a very wide range there.

You have to think about what hands you're beating when you raise OTR. I don't see many hands calling that are worse than yours. Possibly, if you get to the river in that situation, the best action is to call. The call of preflop is understandable if Villain is capable of having a very wide range there.
Aren't we ever trying to get value from lower flushes here?

It could be, although there aren't many relevant flush combinations. In this 3-bet pot, the most likely low flush combinations are 78, 89, and JQ. V should also think you have enough bluffs in your range to attempt that line on the river.
